Minister of Transport and Infrastructure Abdulkadir Uraloğlu made statements regarding the activities of the National Cyber Incident Response Center (USOM) operating within the Information Technologies and Communication Authority (BTK).
Emphasizing that important work has been carried out by USOM in order to improve cyber security and prevent cyber threats, Minister Uraloğlu underlined that USOM plays a critical role in responding to cyber incidents, ensuring national security and coordination. Uraloğlu said, “USOM ensures Turkey’s cyber security by carrying out activities related to alarms, warnings and announcements in order to prevent domestic and foreign cyber threats, and with services for cyber capacity building, technological measures, threat intelligence and protection of critical infrastructures.”
Underlining that critical institutions and organizations in Turkey are warned against threats and vulnerabilities through the work carried out within USOM and that necessary precautions are taken, Minister Uraloğlu said, “Access is blocked at the infrastructure level after the checks are carried out following the detection of harmful links. “In this way, we prevent possible attacks on internet users and systems throughout our country,” he said.
Underlining that the USOM center has detected more than 424 thousand malware and cyber attack links in total since 2013 and blocked access to these links, Minister Uraloğlu said, “Our Cyber Incident Response Center (SOME) has detected a total of 424 thousand 156 malicious internet addresses in the last week. “282 million 33 thousand access requests were blocked,” he said.
Minister Uraloğlu emphasized that they blocked access to 64 thousand 115 domain names that carried out phishing attacks to defraud citizens with the artificial intelligence technology developed by USOM. Uraloğlu underlined that 838 thousand 112 critical websites in Turkey were scanned for vulnerabilities by USOM within 7 hours.
Noting that SOMEs are on duty 24 hours a day, 7 days a week, within the scope of activities aimed at protecting institutions and critical infrastructure sectors under the coordination of USOM, Minister Uraloğlu said, “We protect the cyberspace of our country with 2 thousand 317 SOME teams, 7 thousand 981 expert personnel and 400 USOM Experts within the USOM. We instantly scan 17 million IP addresses and proactively identify vulnerability risks with these scans. “During the scans we conducted in 2024, we detected 15 thousand 330 cyber security vulnerabilities and informed the relevant institutions,” he said.
Underlining that domestic and national software also makes significant contributions to the response to cyber incidents, Minister Uraloğlu emphasized that they have undertaken exemplary work in national cyber security with projects such as Avcı, Azad and Hurricane, which were developed entirely with internal resources. Uraloğlu explained, “With our Hurricane project, in which we carry out vulnerability scanning activities on resources open to the Internet, we carry out service and vulnerability scanning of 285 different ports with 130 scans per week.”
