What Will the Cyber Security Presidency Do?
Cyber Security Presidency duties and powers was determined as follows:
- To determine policies, strategies and targets in order to ensure cyber security, to prepare action plans, to carry out legislative studies, to ensure the coordination of relevant activities and to monitor their effective implementation.
- To carry out awareness-raising, training and awareness-raising activities on cyber security.
- To carry out projects supporting cyber security and information security.
- To carry out studies to increase cooperation between the public, private sector and universities in the field of cyber security.
- To work to develop the cyber security ecosystem and local and national products and technologies and to make local entrepreneurs competitive in the world market.
- To carry out R&D and technology transfer in needed areas related to cyber security.
- To carry out studies to encourage participation in exercises, events and fairs held domestically or abroad regarding cyber security.
- Conducting studies to detect cyber security vulnerabilities.
- To determine priority cyber security areas in order to direct the capacity in the field of cyber security to critical areas and to prevent duplicate investments.
- To create cyber security emergency and crisis management plans and to establish joint operation centers within the framework of these plans.
- To express opinions on the incentives to be given by public institutions and organizations in the field of cyber security.
- To perform other duties assigned by legislation.
With the development of technology, cyber security has become of great importance for national security, just like the defense industry. Various institutions operate in many countries to respond to cyber incidents and provide cyber security services. However, there are a few countries with broad powers and job descriptions, such as the newly established Cyber Security Presidency in Turkey. in the USA Cybersecurity and Infrastructure Security Agency (CISA), in china Central Cyber Security and Information Commission, in the United Arab Emirates Cyber Security Council, in india National Cyber Security Coordinator and in israel National Cyber Directorate institutions operate within the Prime Ministry/Presidency with an independent budget and authority, just like in Turkey.
