According to the information contained in the “Cyber ​​Security Law Proposal” prepared by AK Party deputies, cyber security will be an integral part of national security.

The main goal will be to protect critical infrastructure and information systems and create a secure cyberspace.

In efforts to ensure cyber security, domestic and national products will be preferred first.

In the field of cyber security, a “Cyber ​​Security Board” will be established under the chairmanship of the President, with a structure similar to the MGK.

The Board will include the Vice President, the Ministers of Justice, Foreign Affairs, Internal Affairs, National Defense, Industry and Technology, Transport and Infrastructure, the Secretary General of the National Security Council, the President of the National Intelligence Organization, the President of Defense Industry and the President of Cyber ​​Security.

In cases where the President does not attend, the Vice President will preside over the Board.

The Cyber ​​Security Board will make decisions regarding policies, strategies, action plans and other regulatory actions regarding cyber security.

In addition, the Board will determine the priority areas for incentives in cyber security and will make decisions regarding the development of human resources in the field of cyber security.

SOME WILL BE ESTABLISHED

The Presidency will work to increase the cyber resilience of critical infrastructures and information systems and protect them against cyber attacks. It will also carry out activities to detect cyber attacks, prevent possible attacks and reduce or eliminate their effects.

The Cyber ​​Security Presidency will establish and supervise the Cyber ​​Incident Response Team (SOME).

In addition, the Presidency will establish or have the necessary infrastructures established to ensure the cyber security of public institutions and organizations and critical public services.

The Presidency will be able to provide on-site or remote cyber incident response support to those exposed to cyber incidents, and will be able to track traces of attacks through data, images or log records found or obtained in cyberspace.

The Presidency will carry out relations with international organizations and countries on issues within its field of duty, will be able to exchange information and will represent Turkey.

The Presidency will certify software, hardware, products and services that will be used in the information systems of public institutions and organizations and critical infrastructures and that have an impact on cyber security, before use.

The Presidency will be able to inspect all acts and transactions within the scope of the law when deemed necessary in relation to its duties, and will be able to conduct on-site inspections for this purpose.

Presidency personnel, authorized and certified independent auditors and independent audit firms will be authorized for the audit. Inspections in public institutions and organizations and critical infrastructures will be carried out by or accompanied by Presidency personnel.

The Cyber ​​Security Law Proposal will come to the agenda of the GNAT General Assembly after the discussions in the GNAT National Defense Commission.
