For this reason, businesses that buy and sell second-hand goods and scrap within the provincial borders of Istanbul are required to obtain identification documents for the persons they buy and sell scrap from. With the regulation, it is obligatory to issue a Second Hand Material Purchase – Sale document, which indicates the address, quantity and characteristics of the goods.

– Buy second-hand items called electronic goods and white goods (mobile phones, computers, tablets, cameras, televisions, refrigerators, washing machines, dishwashers, batteries, copper materials, etc.) – the identity and address of the sellers. Issuing a Second Hand Goods Purchase – Sale Certificate stating the information, the date of the transaction, the quantity and characteristics of the goods,

– Obtaining an invoice for the goods and submitting this invoice when requested by law enforcement authorities, – Recording the purchases and sales of second-hand goods, keeping an inventory list by businesses,

– Installation of security camera systems inside and outside of businesses that buy and sell scrap and second-hand goods,

– Identifying the businesses that buy and sell scrap and second-hand goods, and obtaining a commitment not to buy or sell goods/materials that are subject to the crime of theft,

– No buying or selling of second-hand goods/scrap to persons under the age of 18 when their guardians are not with them,

– Keeping the Second Hand Material Purchase and Sale Certificate issued for 1 year,

– Persons engaged in mobile scrap dealing will be ensured to obtain the necessary documents from the Local Administrations or the Provincial Directorate of Environment, Urbanization and Climate Change and submit them to the authorities when requested.

“The inspections carried out by law enforcement units on the issue will continue uninterruptedly, and judicial and administrative proceedings will be initiated against businesses that are determined to violate the regulations brought by the circular.”
