In its statement, Netgsm states that they expect BTK’s Board Decision No. 2024/UK-ETD/412 dated 25.10.2024 to be implemented by the relevant operator, and that the relevant operator has clearly not implemented the Board Decision:
“We are still waiting for the implementation of BTK’s Board Decision No. 2024/UK-ETD/412 dated 25.10.2024 by the relevant operator. Communication access agreements are subject to the approval and regulation, if necessary, of BTK, the regulatory and supervisory authority. “This is the first time that an operator in Turkey has not openly implemented BTK’s Board Decision.”
As it is known, Netgsm, as an MVNO, does not have its own base stations. Netgsm, which is the only example in Turkey of the MVNO application that is widespread abroad, uses Turkcell’s base stations. However, other infrastructure components other than base stations are entirely in the hands of the company.
Netgsm states that they reached 100,000 subscribers in a short period of 6 months, after an 11-year contract process with Turkcell and a 4-year infrastructure-technical integration investment. Netgsm underlines that after the rapid growth, the relevant operator requested an exorbitant increase in the price determined by BTK for the base station service. The company states the following in its statement: “As a result of different conciliation processes carried out under the supervision of BTK, three separate Board Decisions were made. The process was concluded with the Board Decision dated 25.10.2024 and numbered 2024/UK-ETD/412 and the decisions regarding the fee increase to continue providing base station access service to Netgsm’s existing and new subscribers. “The Board Decisions in question were notified only to the addressees.”
In its previous statement, Netgsm announced that, despite the Board Decision, those who subscribed to Netgsm after November 5, 2024 were prevented from accessing the base station.
